Civida invites qualified and experienced mechanical contractors to submit quotations for the provision of mechanical upgrades at the following properties in Edmonton, Alberta:

Project Overview

The objective of this RFQ is to retain a competent mechanical contractor to undertake comprehensive upgrades to existing mechanical infrastructure, including boilers, pumps, water heaters, and associated systems. The work is intended to enhance system reliability, operational efficiency, and long-term asset performance.

Scope of Work

The scope of work is divided into five (5) principal components:

  1. Building Heating System Upgrades
    • Removal and replacement of existing boilers.
    • Associated mechanical modifications and system upgrades as required to ensure full functionality and compliance.
  2. Water Heating System Improvements
    • Replacement and/or upgrading of water heaters and related components.
    • Integration with existing mechanical systems.
  3. Electrical, Controls, and Monitoring Coordination
    • Provision and coordination of all required electrical work.
    • Integration of controls and monitoring systems to ensure proper operation and system interoperability.
  4. Hydronic System Fluid Testing
    • Testing and analysis of hydronic system fluid.
    • Implementation of any required corrective measures to meet industry standards and manufacturer specifications.
  5. Associated Mechanical Works
    • All ancillary labour, materials, equipment, commissioning, and testing necessary to deliver fully operational systems.

The successful proponent shall provide all labour, supervision, materials, equipment, permits, and services required to complete the work in accordance with applicable codes, standards, and best industry practices.

Compliance and Security Requirements

All work must strictly comply with Civida’s security specifications, site access requirements, and the detailed scope outlined in this RFQ. Contractors are responsible for ensuring that all systems are fully functional, properly commissioned, and ready for intended use upon completion.

Schedule Requirements

All work under this RFQ, including substantial completion, commissioning, and submission of the final invoice, must be completed no later than August 31, 2026.

Civida strongly prefers an accelerated schedule where feasible. Proponents are encouraged to propose the shortest practical completion timeline, supported by a clear and realistic project schedule.


Civida reserves the right to proceed with the Sherbrooke Village location subject to funding approval and makes no commitment until a formal agreement is executed.

Project Background - To ensure the Province is in a constant state of preparedness regarding wildfire pre-suppression and suppression activities, the services of High Volume Sprinkler and High Volume Water Delivery systems are contracted on an “as-needed” basis with no guarantees of work. The High Volume Water Specialist may be utilized in conjunction with these systems to provide oversight, supervision and ensure appropriate measures are deployed.

The High Volume Water Specialist may also be requested, at indetermined dates during a calendar year, to provide Community Protection Sprinkler Plans. These plans would assist Forest Areas and High Volume Sprinkler Service providers by identifying where community protection sprinkler lines could be installed prior to deployment for community protection. Scouting these locations and pre-planning will increase future response times.

Project Objectives – This RFP will be used to identify High Volume Water Specialists who meet all requirements in order to create a call down list for deployment when High Volume Water Services are required. The High Volume Water Specialist will collaborate with the Structure Protection Specialist and Incident Management Team to determine the location for the High Volume Sprinkler lines and to assess the appropriate waterline diameter to meet the objectives. This will ensure the niche, expensive tool is integrated into the structure protection plan and deploys the most cost effective equipment. The Incident Management Team will determine the length of deployment for the High Volume Water Specialist once the equipment is set-up.

With respect to the Community Protection Sprinkler Plans, a High Volume Water Specialist will, upon request by the Province, develop written plans to assist Forest Areas and communities to identify where high volume sprinkler lines may be deployed and the equipment required to complete the objectives. These plans may be comprised of a number of locations as the threat of wildfire may come from any direction, and must include:

Identify advantageous locations to deploy High Volume Sprinkler systems for community protection sprinkler lines;

  • Areas of concern related to volatile fuels, defendable space, predominant winds, critical infrastructure for the community, etc.;
  • Access, staging, pump locations, etc.;
  • Anticipated needs with respect to Equipment, including but not limited to the number and type of pumps, amount and size of hose, number, and type of sprinklers, etc.;
  • Anticipated time required to deploy the above Equipment requirements, how it may be potentially integrated into structure protection plans and;
  • Location and feasibility of potential staging areas. 

The aforementioned scenarios in relation to the direction of threat can be predetermined in conjunction with the requesting Forest Area.

Services may be required in any of the following, but not limited to, Forest Areas: Calgary, Rocky Mountain House, Fort McMurray, Lac La Biche, Edson, Whitecourt, Peace River, Grande Prairie, Slave Lake and High Level.

Services may be provided for an undetermined length of time. Standard hours of operations at a wildfire are 14 consecutive hours (or less) in each day however, this amount can be extended to include 24 hour operations as dictated by the fire environment and incident management.

Project Objectives - Up to 10 Contracts may be awarded with Services being requested using three call down lists in accordance with the three separate hose diameter sizes in the Proposal Evaluation Criteria. The call down lists will be established using the Proposal Evaluation Criteria of this RFP with the highest scoring Proposal for each of the hose diameter size ranges (4 to 6 inch hose, >6 to 10 inch hose and >10 inch hose) in the first call position followed by the second, third, fourth, and so on. Successful Proponents will provide staff that are trained at their expense, to deliver the Services throughout the province, and will ensure their staff are equipped with all necessary personal protective equipment and supplies needed for their profession.

Project Structure/Business Model - Once the need for High Volume Water Services is identified, the call down list of Contractor’s will be utilized. The Contractor that is sent to deploy High Volume Water Services will first send a representative to scout the mission to determine feasibility and system requirements. The Contractor’s representative will report to the Structure Protection Specialist, Wildland Urban Interface Branch, Operations Section Chief, or Forest Area, and may work alongside the High Volume Specialist to determine requirements. Once the scouting plan is approved, the Contractor will deploy the identified High Volume Water System.
