Scope of Work:

This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for INTERSECTION IMPROVEMENTS BOUDREAU ROAD / CAMPBELL ROAD, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The work involves completing civil and utility upgrades at the intersection of Boudreau Road and Campbell Road to improve its overall function, safety, and long‑term performance and includes but not limited to;

  • Removal of existing concrete and asphalt structure or millings as indicated in the plans.
  • Removal of existing CBs/CBMH and installation of new CB/CBMH with leads.
  • Preparation of subgrade in accordance with the geotechnical report and the City of St. Albert’s engineering standards.
  • Supply and place all roadway materials; including gravel, asphalt, concrete and all necessary materials.
  • Supply and placement of concrete for sidewalk, monowalk, curb and gutter, curb ramps, and commercial crossings as indicated on the plans.
  • Traffic accommodation during construction to facilitate movement of traffic through the intersection.
  • Landscape and tree protection to return the area to its original state.
  • Relocation of existing sign with concrete base.

    The scope will be expanded next week to include the lining of existing watermains and sanitary sewers. Supporting materials, including drawings and tender documents, will be provided as part of the RFP package in a future Addendum.

  • Supply and Install FFRP Liner for 300mm (300m) and 400mm (552m) Watermain (SEE ADDENDUM #1)
  • Supply and Install CIPP Liner for 450mm (240m) Sanitary Sewer (SEE ADDENDUM #1)
  • Structural lining of MH (3) (Cementitious liner + Corrosion protection - Epoxy Coating (or approved alternative) (SEE ADDENDUM #1)

Subject to any adjustments in schedule as provided for in the Contract Documents, the City’s desired completion dates are as follows:

  • Construction Completion – October 15, 2026 (Excluding Landscaping)

  • Coordination with ATCO Gas, Fortis Alberta, Telus, Rogers, and landowners during installation activities.
  • Ensure Fortis completes primary power conversion and overhead disconnection prior to energizing secondary services.
    • Fortis will remove overhead cable line to the buildings, but any terminations not re-used attached to the buildings will need to be removed by the contractor.
  • Civil works associated with roadway reconstruction will be completed under a separate contract after electrical relocation work is complete; this Contract includes shallow utility trenching only.

Scope of Work:

The County requires new signs at various locations within the County. 

The County brand and logo were refreshed in 2023. To reflect the updated branding, the County requires the replacement of County signs at various locations throughout the County. A total of 192 potential sites were identified for new signage.
Due to budget constraints, the signs may be divided into priority groups and implemented in phases. The quantity procured may increase or decrease at the County’s discretion, based on proponent pricing and budget approval.
The detailed design has already been completed. The scope of work includes the right-of-way approvals, supply, removal, and installation of new signs at pre-designated locations throughout the County.
