The purpose of this RFP is to obtain professional consulting services to review, recommend, procurement, and manage a inspection contractor to carry out a non-damage condition inspection of the three river-crossing sewer pipelines while maintaining system reliability and minimizing service disruptions. The Proponent shall consider operational constraints, access limitations, surcharged conditions, health and safety requirements in the proposed inspection approach, and communications with landowners and publics when needed.

The objective of this project is to assess the structural and operational condition of the existing river-crossing syphon pipeline(s) to support asset management, risk mitigation, and future rehabilitation or upgrade projects.

The inspection shall: 

  • Determine the current physical condition, integrity, and performance of the syphon pipeline(s) with condition rating system. 
  • Identify defects, deterioration, or areas of concern that may impact structural integrity, hydraulic capacity, or reliability 
  • Evaluate risks to system performance and environmental protection to the river with continued operation under existing conditions 
  • Be completed while the syphon(s) remain in service, unless the Proponent demonstrates that temporary offline conditions are required and provides appropriate mitigation measures to maintain system reliability and regulatory compliance.

Recommendations and strategies will further be supported through a consultant-led and coordinated public consultation process.

Recommendations for future (re)development of spaces will include recommendations on timing, priorities and high-level cost estimates including required land acquisitions. Considerations will include year-round use for spontaneous and programmed spaces, and amenities for sport, recreation and culture use as well as natural, environmentally significant and heritage areas.

Scope of Work:

This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for BACK LANE RECONSTRUCTION, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The work involves completing the backlane reconstruction in Mission and Garden Crescent to improve its overall function, and long‑term performance.

  • Removal of existing concrete, roadway base course and subgrade, and asphalt structure or millings as indicated in the plans.
  • Preparation of subgrade in accordance with the Geotechnical Assessment Report and the City of St. Albert’s engineering standards.
  • Supply and place all roadway materials; including gravel, asphalt, concrete and all necessary materials.
  • Supply and placement of concrete for sidewalk, curb and gutter, curb ramps, and commercial crossings as indicated on the plans.
  • Landscape and tree protection to return the area to its original state.
  • Removal of timber retaining wall, railing, and fence.
  • Fence and guardrail installation.

Subject to any adjustments in schedule as provided for in the Contract Documents, the City’s desired completion date is as follows:

  • Substantial Completion – September 18, 2026
  • Construction Completion – October 2, 2026

Site Meeting Notes: Leduc Recreation Centre located at 4330 Blackgold Dr, Leduc, AB A mandatory site visit will be conducted. Attendance at this site visit is required as a condition of proposal acceptance; proposals from proponents that do not attend will be rejected. Any proposed substitutions for specified products, or any requested changes to the scope of work, installation methods, or technical specifications, may be presented and discussed at the mandatory site visit. All questions, clarifications, requested changes, substitutions of specified products or changes to the scope of work will be submitted through the Bidding System. If a proposed change is accepted by the City, it will be issued as an approved alternative through a formal addendum. No other changes, substitutions, or deviations from the tender documents will be considered or accepted. The mandatory pre-proposal site visit at the Leduc Recreation Centre located at 4330 Blackgold Dr, Leduc, AB, will be conducted on March 25, 2026, at 1:00 PM Alberta Time, unless rescheduled. In the event of rescheduling, all registered plan holders and site visit participants will be notified of the revised date no less than one (1) week prior to the newly established date.
