The intent of this Request for Proposals (“RFP”) is to solicit and receive formal offers from prospective Proponents (defined in Section 1.5 below) for the provision of consultant services for the Edmonton – John E Brownlee Building – Assessment and Feasibility Study (“Project”).

The Province seeks to engage a Prime Consultant to complete a comprehensive Feasibility Study for the modernization and tenant improvement of the John E. Brownlee Building in Edmonton. The study will evaluate all aspects necessary to inform these upgrades including historical relevance (if applicable), demolition, architectural, electrical, mechanical, structural, hazardous materials (as related to the project), and interior tenant improvements including furniture, fixtures, and equipment. The feasibility study will align with strategic objectives outlined in the Infrastructure Asset Management Plan emphasizing the importance of sustainable, cost-effective asset optimization and life cycle management of Infrastructure-owned buildings supporting long term government program delivery.

The Brownlee Building, located at 10365 – 97 Street NW, Edmonton, Alberta, is a fully occupied office building owned by Alberta Infrastructure. The building comprises eleven above-grade levels, including the penthouse, and three below-grade parkade levels. The total gross floor area for all levels, excluding the penthouse, is approximately 48,000 square metres. Over the last 10 years, the building has undergone multiple tenants restacks and base-building upgrades, including mechanical, security, and accessibility improvements The approximate gross area for each floor is stated below:

  • a) Parkade Level 3 – 1,300 square metres
  • b) Parkade Level 2 – 1,500 square metres.
  • c) Parkade Level 1 – 1,450 square metres.

Hydroseed throughout the site including along the riverbank 9. Restore all monitoring wells decommissioned during slurry wall construction 10. Install groundwater monitoring wells to verify the intent and performance of the slurry cut-off wall

The bridge is located on Township Road 552 about 410 meter west of Highway 32, about 8.7 km northeast of Peers, Alberta (SW 14-55-14-W5M). The existing structure at this site is a single span 6.1 m long “HC” type concrete girder bridge on a treated timber substructure. The bridge is constructed on a 15 degree, left hand forward (LHF) skew to the road, with a 6.4 m wide clear roadway and an average deck-to-streambed height of 2.5 m. The bridge was constructed in 1963 (62 years old) and the anticipated lifespan for this type of structure is typically about 45-50 years.

The bridge is located 31 KM south of Cadomin, Alberta (NE 22-45-22-W5M) on a tributary to the Cardinal River and carries Graves Flats Road. The existing structure is a 6.1 m long HC-type precast concrete girder bridge supported by a treated timber substructure. It is square to the roadway, with a 6.5 m wide deck and an average deck-to-streambed height of 2.9 m. This bridge type typically has a lifespan of 45-50 years. Constructed in 1961, the structure is now over 60 years old and has exceeded its expected service life by more than a decade. Scope of Work:

The Hamlet of Marlboro is located approximately 26 km west of Edson and 230 km west of Edmonton, Alberta, with access via Highway 16. According to the 2016 Canadian Census, the Hamlet has a population of 90. A legal survey conducted by YHC identified 64 residential dwellings and several institutional structures including community center. Provision of water and wastewater services to Marlboro residents has been a priority for Council. Due to the high capital cost, the project was divided into two stages: • Stage 1 (currently under construction): Includes a wastewater lagoon, treated wastewater pipeline, and outfall structure. • Stage 2: Encompasses the design and construction of a water supply system, wastewater collection system, and road network rehabilitation. Due to its significant cost, Stage 2 will be implemented in three phases, beginning with Phase 1 in 2026. More details regarding the phases within this stage can be found in the attached presentation. A consultant has completed a 90% design package for the water and sewer systems. The successful proponent will assume responsibility from this stage and provide services through the completion of Phase 1. Subject to performance evaluation, the contract may be extended to Phases 2 and 3. In addition to the scope defined above, the proponent shall also assess the existing Water Treatment Facility capacity and auxiliary infrastructure to ensure that the current and future needs are met. The current storage capacity of the Water Treatment Facility is 181m3. The treatment capacity is 200m3/day.
