YEG RAIL CONNECTION STUDY

Alberta is growing rapidly, with over 5 million residents as of October 2025, making it the fastest-growing province/territory in Canada. Based on the Government of Alberta’s forecasts, in 60 years the population of Alberta could more than double, with 86 per cent of future population in the Calgary-Edmonton corridor. Alberta’s two largest cities, Calgary and Edmonton, operate established LRT and mass transit systems that continue to evolve through planning reviews and service expansions. This project will assess the optimal rail-based transit connection between the Edmonton International Airport (YEG) and the City of Edmonton’s LRT and mass transit network and downtown Edmonton, that makes sense for Edmonton and the region both in the short term and aligned with Alberta’s Passenger Rail Master Plan (the “Master Plan”).

Alberta Transportation and Economic Corridors (“TEC”) has completed the Master Plan as the foundation for advancing passenger rail in the province. The implementation of the services envisioned in the Master Plan's 30-Year Network will transform how Albertans travel, supporting growth and economic opportunities for the fastest-growing province in Canada.

Alberta Transportation and Economic Corridors (the “Province”) requires the services of a Consultant to generate the following studies and deliverables, including a final comprehensive report:

Develop and implement a detailed stakeholder engagement plan and undertake the engagement activities (i.e. open houses, information sharing, etc.) identified in the engagement plan; and,

Identify a recommended corridor for the passenger rail service considering infrastructure and regulatory requirements, phasing for introduction of service, and effective use of public funds.

The primary focus of the project is to strengthen the subgrade and surface reconstruction for Township Road 534 from Range Road 272 to 500m West of Range Road 271 including the intersection at Township Road 534 and Range Road 272. Scope of Work:

The planned Ramsay Elevated Guideway construction package including elevated rail structure between the Ramsay/Inglewood Station at approximately 11th Street (STA: 116+450) to the 26 Avenue Station (STA: 117+275). 

It includes civil and structural works, including but not limited to piling, piers, approach slabs and deck for the construction of the elevated guideway. 

The scope extends to earthworks, utilities, duct banks, cable containment, OCS foundations, roadworks and multi-use pathways, and construction management functions. 

Further to the overview the scope of work comprises but not limited to the following: 

Priority Package Interface (Blackfoot Trail LRT Bridge) 

a) Interfaces with Priority Package - Blackfoot Trail LRT Bridge in between (STA IB 116+060 to 116+160). 

Site Works 

a) Site preparation, stripping, cut/fill, stabilization, and support of excavation as required to enable the construction of the Works. 

b) All final grading, associated landscaping works and site servicing. 

c) All temporary access roads, traffic control measures and permanent roads 

d) Temporary servicing, drainage, stormwater management, and dewatering. 

e) Removal/storage/reinstatement of City street furniture. 

f) Removal/relocation of any infrastructure in conflict with the Works. 

g) Site preparation for transfer to Track Contractor. 

Civil Works – Elevated Guideway 

a) All elevated guideway works including but not limited to, piling, piers, abutments, wingwalls, girders, deck, barriers, plinth pockets, safety railing and deck anchorage for overhead catenary system (OCS). 

b) All required elevated guideway drainage infrastructure as required. 

c) Drainage infrastructure and tie-ins. 

d) All infrastructure including anchors and dowels for plinths if required to tie in with the track structure. 

e) All required electrical isolation, grounding and bonding work. 

f) All low voltage electrical lighting fixtures, conduits and tie-in. 

g) All fire & life safety pipes, valves & appurtenances, testing & commissioning. 

Project-Wide Works 

a) Design and implementation of all Temporary Works. 

b) Field review, monitoring, and reporting for Temporary Works. 

c) Support of excavation. 

d) Laydown areas and traffic management. 

e) Construction noise and vibration mitigation. 

f) Environmental mitigation protection measures. 

Interfaces with other Construction packages 

a) Ramsay/Inglewood Station: Two stations, guideway, utilities buildings, MSE / secant pile wall, MUPs, and roadworks. 

b) Communications & Traction Power Systems (wayside). 

c) Signaling & Train Control Systems. d) Trackwork above sub-ballast.
