This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for Downtown Utilities Renewal Project – IPD General Contractor, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).

The selected Prime Contractor will join the Integrated Project Delivery (IPD) team to lead the constructability, phasing, validation, detailed design integration, and execution phases for the Downtown Utilities Renewal Project. This RFP is one of several RFPs to acquire the design and construction team that will work with the City as part of the IPD Team for the successful completion of Downtown Utilities Renewal Project. Further procurement opportunities may be issued by the City to engage other sub-consultants and key sub-trades to build out the full IPD Team. 

The project addresses critical utility capacity constraints triggered by proposed residential development at 22 St. Thomas Street, supports the City’s long-term sanitary servicing strategy, and incorporates coordinated water and storm main renewals to maximize construction efficiencies, limit downtown business disruption, and optimize asset lifecycle management.

Key structural and infrastructure components of this project include:

  • Completing validation and pricing for the Downtown Infrastructure Renewal Project.
  • Addressing sanitary capacity constraints.
  • Strategic diversion of flows from the Hillside (Old Fire Hall 1) Lift Station to the Twilight Lift Station.
  • Coordinated water and storm main renewals within Veteran’s Way, Tache Street, St. Anne Street, and adjacent areas.

This project will be executed using an Integrated Project Delivery (IPD) methodology and contractual framework. Proponents must demonstrate experience in collaborative project delivery and a commitment to working within an IPD team structure.

It is the City’s intent that once a full IPD Team is selected through multiple procurement processes, that the City and each of the selected entities in the IPD will enter into a negotiation to finalize a multiparty agreement. The form of agreement that will be used as the basis for negotiations is the Canadian Construction Documents Committee (CCDC) 30 attached as Appendix A to this RFP. The agreement will require joint, active management by the IPD Team.

Scope of Work:

PROJECT BACKGROUND: The Silver Summit and Sundance trails are located on Public Lands within the Edson Sno-Seekers (Alberta Snowmobile Association) designated trail network located in the Lower Foothills subregion of the Foothills Natural Region. Two bridges within the trail system, Larry's Lunch Bridge and the 49 Creek Bridge, serve as critical crossings and require rehabilitation to restore safe passage for recreational users and snow grooming equipment and to preserve the environmental integrity of the waterway. As part of a continuous trail system, the failure of these bridges would fragment the system, thereby reducing usability, potentially deter recreational use and hinder snow grooming operations.

The access point to the two bridges is approximately 24 km northwest of Edson off Highway 748 N / Amoco Road.

PROJECT OBJECTIVE: The intent of this project is to provide structurally sound and environmentally resilient crossings that reduce future maintenance requirements, support long-term recreational use of the trail network, while addressing existing erosion concerns by restoring the two snowmobile bridges, Larry’s Lunch Bridge and 49 Creek Bridge.

Scope of Work:

The Northern Alberta Institute of Technology Advanced Skills Centre (NAIT ASC) will be a state-of-the art learning space on NAIT’s main campus promoting the trades and giving opportunity for students to learn technical skills. The facility includes a variety of classrooms, and workshops accommodating 29 programs across four schools supporting apprenticeship trades and technology certification.

The facility is a two-story building that is approximately 625,000 square feet of programable floor space, able to train 15,000 students a year. Throughout the building, a main lobby will lead into multiple labs/workshops and classroom designed to be flexible and adaptable spaces to emulate real-world conditions.

Construction of NAIT ASC is crucial to the growth and modernization of trade practices throughout the industry and is an important component for future generations. The goal of the building is consolidating a number of trade schools into a single building to help students have a more effective learning experience.

The project has been mandated to achieve a minimum of LEED Silver certification.
