The County is seeking up to 4 qualified respondents for each Area of Specialization. Respondents may submit a quotation for one or both Areas of Specialization. Each Area of Specialization will be evaluated independently based on the applicable qualifications, experience, methodology, and resources proposed for that discipline. The successful respondent(s) will be required to provide a full range of consulting services throughout the project lifecycle, including, but not limited to, the following:

• Concept and schematic design; 
• Validate other consultants design for conformance to project standards; 
• Design development; 
• Preparation of construction documents, drawings, specifications, and technical reports; 
• Sustainability, energy efficiency, and decarbonization support, where applicable; 
• BIM modeling, coordination, and clash detection services; 
• Procurement support during contractor tendering activities; 
• Contract administration and construction phase services; 
• Commissioning, start-up, warranty, and project closeout services; 
• Specialty mechanical or electrical system design, as applicable; and 
• Review and comment on other consultant’s design documents.

Respondents are asked to identify in their submission response which Area of Specialization they wish to respond to and be considered for (refer to the Workbook Instructions in the Rated Criteria Evaluation Form (Attachment 4) for additional instructions). Respondents are permitted to respond to one, or both Areas of Specialization they wish to within the same submission. Evaluations for each Area of Specialization will be conducted independently.

Each selected respondent of this RFSQ will be invited to enter into a Master Framework Agreement (Attachment 1) for the Area(s) of Specialization for which they are selected, and may be invited to participate in second-stage procurement processes for the procurement of the services that may arise during the term of the Master Framework Agreement (refer to section 2.7 of Evaluation and Selection (Part 2)).

PROJECT BACKGROUND 

Wolf Lake West Overflow Campground within Wolf Lake West Provincial Recreation Area (PRA) was substantially damaged in a 2023 wildfire, resulting in 80-90% asset losses and the closure of the area until repairs can be completed. Following an inspection in the fall of 2023, only emergency and critical public safety issues were addressed such as installing security gates, covering open pit toilet tanks, and removing some of the fire-damaged site infrastructure. Due to the substantial loss of infrastructure resulting from the 2023 wildfire, Wolf Lake West PRA Overflow Campground requires restoration/redevelopment. The intent of the project is to restore the area, generally consistent with pre-fire function and capacity, while incorporating any necessary improvements to meet current operational requirements, applicable standards, and long-term asset management objectives. The purpose of this RFP is to invite Proposals from suitably qualified Proponents who demonstrate sufficient experience and qualification to provide detailed design, secure approvals, prepare tender documents and perform project management and construction monitoring services for the reclamation of Wolf Lake West PRA Overflow as identified within the scope of this RFP.

PROJECT DESCRIPTION 

Working towards the outcomes and objectives identified within the Project Plan, the successful Proponent is to apply proven parks-based (non-urban) technical design practices in conjunction with appropriate tools and skilled resources through the Assessment, Conceptual Design, Detailed Design, Approval Process, Issued for Tender and Issued for Construction and Project Close Out phases for the site to achieve the end result desired by the Province. 

The work to be accomplished under this project includes: 

• Hazard tree removal plans and implementation. 
• Site assessments and conceptual design report. 
• Restoration/redevelopment of Wolf Lake West PRA Overflow campground.
