Scope of Work: PROJECT BACKGROUND: Parkland County has communicated concern regarding wildfire risk from the Park to the department on several occasions. The county conducted two FireSmart Wildfire Hazard Assessments (2023); one for the hamlet of Wabamun, one for the community of Lakeview, both of which border the Park. The recommendations of the hazard assessments include fuels management in the interface area between the communities and the provincial park. Park’s Basic Wildfire Risk Assessment deems Wabamun Lake Provincial Park to be at moderate risk to wildfire, driven primarily by the adjacency of Parks’ forest fuels to neighboring communities. This prescription is designed to limit the identified wildfire risk to the park and the adjacent communities and is aligned with the County’s Hazard Assessments and FireSmart principles. PROJECT OBJECTIVE: Reduce overall surface fuel loading to decrease the intensity, rate of spread and potential for crown fire of any wildfire occurring in the identified area of the park. The treatment is designed to reduce potential fire behavior and increase successful suppression opportunities in a forested area of the park directly adjacent (east and north) to homes and properties. The treatments will decrease fuel loading along the Park’s emergency egress route to improve user safety and provide alternative access to first responders if necessary. The project is most suited to small, specialized equipment (i.e., narrow-tracked skid steers) and hand-thinning and pruning (utilizing chainsaws, brush saws, poles saws, etc.). |

Scope of Work: PROJECT BACKGROUND: The proposed vegetation management project is focused on fuel load reduction through vegetation management of primarily mixed wood undergrowth. PROJECT OBJECTIVE: Along the single egress route for Gregg Lake Subdivision, reduce overall surface and ladder fuel loading to decrease the intensity, rate of spread and potential for crown fire of any wildfire occurring in the identified area of the park. The treatment is designed to reduce potential fire behavior and increase the likelihood of safe evacuation of the Gregg Lake Subdivision in the event of a wildfire emergency. The treated area along the road will also increase suppression opportunities in a forested area of the park directly adjacent to homes and properties. The treatment will address standing dead conifer, which in addition to contributing to fuel loading, have the potential to fall across and obstruct the roadway. The project is most suited to small, specialized equipment (i.e., narrow-tracked feller-bunchers/skid steers) and hand-thinning and pruning (utilizing chainsaws, brush saws, poles saws, etc.). |

Scope of Work: Work is to be executed within an active Powerhouse facility that will remain operational throughout the construction period. The Contractor shall plan and coordinate the Work in a manner that accommodates ongoing facility operations and continued occupancy by Government of Alberta personnel. Existing facility operations are critical to building functionality. Construction activities shall be planned and coordinated to maintain required system operation throughout the project, except where approved outages have been authorized by the Province. Replacement equipment and associated controls shall, at a minimum, maintain operational functionality consistent with the systems being replaced, including integration with existing facility operational practices and remote operating capabilities. Any identified discrepancy between the Contract Documents and these requirements shall be brought to the attention of the Consultant. The Contractor is advised that existing cooling systems may be required to remain operational during portions of the construction period. Scheduling and sequencing of the Work shall account for seasonal operating requirements and facility cooling demands. The Contractor is advised that project sequencing may require portions of the existing cooling system to remain operational or alternatively require portions of the new cooling system to be commissioned and operational by Fall 2027, while construction activities remain ongoing. Proponents shall account for this requirement when developing their construction approach, schedule, outage planning, and temporary operating strategies. The Contractor is advised the controls design approach is intended to maintain compatibility and integration with the existing Delta EMCS platform used throughout the Powerhouse, including the Cooling Tower system, and to support continuity of facility operations during and after implementation. The removal of two existing chillers, associated condenser water pumps and chilled water pumps. Replacement of the equipment with new chillers and pumps. |

Scope of Work: The Gull Lake Water and Wastewater Regional Feasibility Study is a regional planning initiative managed by Lacombe County in partnership with the Town of Bentley, the Summer Village of Gull Lake, Ponoka County, and the Summer Village of Parkland Beach. The project will explore a regional opportunity by investigating the technical and financial feasibility of creating unified, multi-jurisdictional water and wastewater transmission and collection systems. The Project is driven by environmental protection and lake water quality concerns, along with a number of infrastructure challenges. The Summer Villages and a number of residential communities within Lacombe and Ponoka Counties lack municipal water and wastewater services; the Town of Bentley systems face critical capacity limits within two decades based on a detailed servicing study undertaken in 2022. The long-term vision is to establish reliable, high-capacity utility services by sourcing treated potable water and providing wastewater treatment on a regional basis. |

Scope of Work: Alberta Parks operates a wide range of potable water and wastewater systems across the province, supporting both seasonal and year-round recreational facilities. These systems vary in size, configuration, and regulatory classification and are subject to multiple provincial requirements, including obligations under the Environmental Protection and Enhancement Act, the Water Act, Alberta Environment and Protected Areas directives, and Public Health Act drinking-water standards. Differences in system types, regional practices, seasonal operating patterns, and variable staffing levels, including high seasonal turnover in certain regions, make it difficult to consistently track and confirm whether all required monitoring, reporting, and regulatory compliance activities are completed each year. The lack of a uniform, province-wide processes can limit Alberta Parks’ ability to verify compliance, identify gaps, and implement improvements consistently across regions. To address this, Alberta Parks is initiating a province-wide compliance review to identify each facility’s regulatory requirements, assess current adherence, and highlight gaps and provide recommendations to address gaps. The project will also produce a standardized Regulatory Compliance Key Performance Indicator (KPI) Matrix and a centralized annual dashboard showing regional results, enabling Alberta Parks to confidently confirm, on an annual basis, that all required water and wastewater compliance obligations have been met. The purpose of this RFP is to invite Proposals from suitably qualified Proponents to complete a province-wide assessment of Alberta Parks’ potable water and wastewater systems to clearly identify all regulatory compliance requirements and determine the extent to which each facility meets those obligations. |
